One subsumes the other. Whether we implicate or alias depends on wether we decide halterneck shirts are distinct enough to keep separate from say dresses with halter necks or not (this issue is pointed out in halter_top's wiki).
EDIT: Apparently I actually brought this up 8 months ago in forum #22997, but no alias/implication was made.

halter_top sounds better to me but that point about other kinds of halters would need to be resolved before I do anything.
Halter aliased or moved to halterneck, and halter_top implicated to halterneck would resolve the issue if the use of vanilla "halter" for human clothing is the problem.
It would preserve halter_top for use as a specific garment, and would make the neck style unambiguous and still available for use with dresses and the like.
Whether we alias or move then would depend on if we want to reserve halter for, say, the horse restraint.
