To be perfectly honest, A) I'm not convinced that they're not just regular back wings that happen to present low due to an odd position, and B) there would have to be enough of these low wings to warrant a tag.
Show some more good examples of B) and I might be persuaded.
Low wings tend to appear at least most commonly amongst succubi. post #15084, post #2163, post #227323. This might be due to Morrigan Aensland, since her wings are low as well.
I made the tag "lower_back_wings" a few months ago, if that works. The wings are not on the hips. ^^;;
I think a low_wings tag would work well for wings coming out from either the hips or lower back.
I don't see myself tagging pictures with these low_wings, but I guess I agree with the concept.
BTW, post #15084 features wings which insert at mid-back, but what makes them "low" is the leading edges that droop.
I'm saying they're "low" relative to "normal" wings which grow from the shoulder blades.
It's all conjecture anyway, right?
I prefer lumbar wings, but that's the anatomist in me speaking.
Let's not get into further distinctions along the vertebral column! (cervical wings, thoracic wings, sacral wings, coccygeal wings) heh
Go with low_wings.
