Aliases and implications are only given to +20 post tags (might be higher, I forget).
If that's the case, then I apologize; wasn't aware of that.
Edit
One question, though. I'm seeing some tags that get aliased having less than 20 posts. Examples:
Why is that the case?

I'm not aware of any hard rule that we never alias/implicate small tags like that; more like it's discouraged and usually not necessary.
Those two tags are probably because they were part of a list of many background aliases.
I don't personally see anything wrong with doing this alias and topic #9261.
Oh, yeah, it's not to-the-letter "must have 20 posts combined", but it's just acknowledging that aliases and implications aren't completely "free" (little bit of server load, clashes, name updates, etc. actually clashes and shortcuts not meaning what people think they mean are really the big things) and with most tags the effort of typing the whole thing is preferable to the effort/problems involved with the link.
Does removing aliases reduce server load at all?
I saw a few other aliases with 0-2 posts, going over the list would be a easy task.
What's the point of removing it?
In fact it is better to keep it to have these tags linked so it's easier to notice when/if someone uses them.
Yeah the kawaii -> cute is part of an old set of aliases meant to collect a lot of subjective banned tags. It has a purpose. Also new thread for this discussion please.
