I suppose *_basis could be substituted, but these days I don’t know what merit this metadata would have anyway.

Those tags then should be meta and have a clarifying wiki, but I'm not sure if there's any use in having them given that typically such pictures are just crops of an artist's normally published work.

Can we clarify when, exactly, thunder should be tagged? Since sounds aren't generally visible it seems to me that this tag only makes sense when you can hear thunder in a sound-enabled video, or when sound effects (ゴロゴロ, ピカ, etc.) are seen. But a large proportion of the posts with this tag are just lightning.

Yes, thunder should only be used for sound effects or actual audio. Given how rare those things are and how frequently this tag is misused, it might be easier to just alias it to lightning.
