Not really... there are a few scattered step-by-step howto's, but for the most part, many of the functions are just... figure-it-out-yourself.... as evidenced by the topic linked in the OP.
I think it'd help, although hmm... there a possibility we can name it something else? Like howto:user_features or something? howto:users sounds a bit... misleading, ish.

We do have a help:notes where the copy function could (and should) be explained. I think the various Post, Notes, Comments, etc subsections in help:users could link to the corresponding help:posts, help:notes, etc pages, and then explain things more fully on those pages.

Ah my mistake! Could've sworn this was the "How do I tag this?" thread. Thanks anyway.
I would support the creation of a howto:users page as many of the things on the help:users page still confuses me.
