Reason: Unless these mean something completely different, the "proper" (modern) handling of decades is either XXs or 'XXs (with the apostoph(i)e taking place of "19"); XX's looks possessive.

Sure, that might be the modern rule. But the rule in contemporary English is that if an s occur's at the end of a word, it must alway's be preceded by an apostrophe.

I thought that rule only apply's if you happen to be a greengrocer or in a similar profession?
