Underwear per se is perfectly fine.
It's getting rated q when the nipples are blatantly visible under the clothes, there is a cameltoe or the pose is just revealing. I think that is working pretty well as a rule of thumb^^.

Not that I was talking about the underwear, more the minor visible breast with a bandaid over the nipple, regardless we shouldn't derail this topic too much and I agree anyway that it's safe.
