The witch appears to be Shoko "Dragon" Ryuzoji (see post #974669) , only she's wearing camo rather than the more miko-like outfit she's usually pictured in. (Note that her given name has been spelt as both "Shoko" and "Syoko" in pictures she's appeared in.)

Yeah, it's something that seems to happen with english writing of Japanese names. Like Shikieiki being written Siki in english even though there is no "si" in Japanese. Or so I've gathered.
It depends on which romanization system you're using: the Kunrei-Shiki System (Syoko) or the Hepburn System (Shoko). Both are correct, the Hepburn system is just more colloqial.
