Since there appear to be some form of currency,there probably is some kind of law,but law is just words with no enforcement.

Well, I doubt they would do anything to him or his shop, he is relatively harmless and it IS within his rights to demand payment for something in his shop...if there are any rights in this world at all. Plus after getting defeated by Marisa AND Reimu, would they really mess with someone who is friends with both of them?

Except it's illegal everywhere I know of to sell stolen property, and places that resell "used" equipment are required by law to allow the police to check any goods sold to a store to ensure that they are not stolen property before they may be put on the market.
Any lost or stolen property can be reclaimed without having to pay for it if you can prove it is yours, and it's not like there are that many jeweled pagodas just lying around.
Exactly as I've always heard of it. I thought if you got something that was stolen, even if you didn't know it was stolen, you were still guilty by association. but I cant remember all the details on that one

don't mess with the Human Village (or anyone in it)
don't mess with the Hakurei Barrier (Directly or Indirectly)
don't change classes (Human->Youkai)
use spellcards
and the rest is basically feudalism/an influence war
