Yeah, I thought people might get annoyed with me doing constant updates on it, but the Otomos were basically in danger of being overtaken by Shizuki, and falling into 6th place when, in one day, they leapt forward about 15 votes to get back into 2nd place. (Possible fishy voting. But then, someone in the comments from a couple weeks ago already said they were voting twice for Shizuki, so...)
EDIT: Actually, Ran shot up a dozen or so votes, too. She was just slightly behind Shizuki, but now she's 8 votes ahead...
Anyway, I'd say that the top six or so ranking characters are still the most popular, although what ranks they get, exactly, (besides Tama being hands-down winner,) is a little up-in-the-air.

Even though Seren can her sweater puppies huge anytime she dam well pleases....I never understood that.
Looks like it might be the current director of the Mage's alliance, but I think we'll have to wait for the next strip to confirm that. Not Meguru though.

I thought it was mostly just a side-effect of her picking a "more compact" (read: younger-looking) form? I.E. she chose to look "eternally 17-years-old" (or possibly 14 or something), rather than fully developed.

Nah, her small breasts are completely deliberate - see post #1179514
It's possible that was an "early model" of the character - it's not impossible that she was thrown in there without a clear idea of who she was, only to be re-designed when the artist was actually ready to throw her in.
(A "head of the magic guild" type of character will usually be important in a story about magic-users, so I doubt she'd just be left as a faceless nobody forever.)
"Meta" is a Greek word meaning "beyond". To put it simply, it means, in the case of this story, that the character is displaying knowledge "beyond" what a character in a story should know. Basically, breaking the fourth wall, by recognizing they are animated characters, and displaying knowledge they could only have if they recognized that fact.
