Scouts afaik tend to be an exception.

It depends on the chapter really. The Raven Guard (and their child chapters as well) tend to err towards more a more subtle way of waging war. I know there's a few others that do it as well, instead of the more common "land a drop-pod in the heart of the enemy's vital positions and work from there".
