I finally found the reference I was looking for to summarize this Akebono's personality type: the enneagram. Specifically:
Eights/Challengers/Leaders (id) have a lot in common with the Mama Bear trope, except that the person they are trying to protect is themselves. The Eight's Basic Fear is of being harmed or controlled by others, and that has driven them to be brash, bold and confident in themselves. Of course, they can also get confrontational and domineering; they may have trouble controlling their tempers, and with being vulnerable to others. They make the best leaders, but also the best bullies, and are by far the most likely to employ the "Taking You with Me" trope.
And if we take this further, enneagram theory says that as you overcome your own type's Basic Fear, you shift in the direction of integration. Eights shift to Five, which seems to describe the kuso teitoku perfectly. He needles Akebono because he remembers being like her.

Eight to five is the direction of disintegration though. And it actually makes more sense if you look at it like that. Right now, he may be comfortable with who he is (because funnily enoughs, he exhibits positive aspects of Fives), but that doesn't mean he was always like that.
In other words, he needles Akebono on because he remembers being like her, NOT so she becomes more like him, but to help her avoid his own pitfalls and push her in the direction of integration.
Though if we squint, she actually shows a few Five like behaviors in trying to overanalyze the Admiral and get one up on him.
... I mean, the Admiral just being a well meaning troll is enough for me because it's hilarious as hell, but complex interpretations like this one are fun too.
