My money's on Hiei. Obsessive about Kongou enough to impersonated her,possibly as an effort to soften up prospective admirals for the real Burning Love. Also,her personality is a lot more likely to pull off a convincing Kongou than a significantly more lady-like Haruna.

In their in-game lines, Haruna and Kirishima never even refer to Kongou, but in the drama CD, they both refer to Kongou as "Onee-sama" as well. Most artists still have them refer to Kongou as "nee-san", though. Hence, it's actually possible it's Haruna, although it still seems far more characterstic for Hiei.

Depending on how the story with the curry ended up, we might be missing crucial hints to whether or not this is Hiei or not, but on Pixiv, majority seems to be leaning Haruna or asking her to make curry. There's also some doubts about whether or not Hiei can suppress her urges to be Hiei long enough to be a convincible Kongou.

Well, according to the official CG, Everyone but Haruna has gray/blue eyes, and Haruna has yellow/brown eyes.
It depends a lot on the artist, though. Artists get little details about shipgirls wrong all the time. (Just look at how few get that Myoukou has her hair in a bun, and not just a bob cut...)
Likewise, the way that individual girls act differ from artist to artist. A lot of artists have this "Yamato Nadeshiko" view of Haruna, but honestly, her in-game lines tend to strike me as being even more of a space-case than Hiei is. Speaking of difference by artist, Hisahiko has Haruna as a yellow-stars-in-the-eyes over-excitable child.
Yeah, seriously. Haruna is pretty crazy, I think she's the subtle siscon, so I think this kinda behavior fits her (as in acting like an older sister that she admires) while Hiei is the crazy fan-girl squeel siscon. but then again, I would not be surprised for the double plot twist and have it be Kirishima just trying to break out of her usual "I am the serious one" roles.
Well... in a past post (can't remember which one) "Kongou" freaked out because Yukikaze got to wear the Admiral's clothes, and she REALLY wanted to be the secretary ship, AND she showed great interest in wanting to marry the Admiral, AND earlier in one of the posts (I think the cooking contest thing) there's a little speech bubble (doesn't show who it's from) which says "Hieeee~!" (or something like that)... so, which one of them loves the Admiral all the time and is a siscon?
