i'm sorry, but this was a huge let down for me. I thought that we were at least going to get a badass redesign. Like a full body coating, of haki. This just looks too stupid.
His opponent thought the same, until he got punched across the city. It's part of Luffy's character and powers to do things that seem silly but are actually quite effective.
I think this is a great design, because it reinforces the idea that appearance isn't the important thing, it's results.
I don't like my characters being designed badass and then mary-sueing their way to victory, I prefer them to show me just how badass they can be with their actions. And catching me off guard with something that doesn't seem dangerous and impressing me afterwards goes a long way towards that, IMO it's way better than looking cool and then then doing the cool thing you expected to happen.
Dunno, but it reminds me of the time Frieza went into his last form for the first time. Didn't look like much but then...
I think the idea was to incorporate both defensive, offensive and movement for Luffy's gear 4. Think about it, one of Luffy's defensive form was when he turn into a giant balloon but the bad thing about that is he can't attack or anything.
Here, the way he looks, he can both bounce off attack while also dishing out powerful attacks as well as able to move around much easier by bouncing and floating. He also look like an actual giant.
Back during the first time when he used the Gears his bigger problem was probably that he could only attack so you keep seeing him get stabbed by Rob Lucci but now he looks almost perfect. I get a feeling even if someone try to stab or punch him they'll only either get stuck or bounced back off guard, leaving him with a perfect chance to counter attack. Although my only problem is probably the way his face look but other than that, I don't see the problem with Gear 4's design. I actually think it look cool.

Plus, I believe that making it look silly and badass at the same time was Oda's aim from the get-go. The very reason he gave Luffy elasticity powers in the first place was because he wanted to keep a touch of silliness and light-heartedness even in his most intense fights, so it makes sense to think Oda designed Gear Fourth with the same idea in mind. And IMO, it works wonders.
when i first saw this, i was instantly reminded of "nightmare_luffy" (when he got all those shadows put inside him to power himself up during the moria/oz fight) obviously he didn't have the extremely elastic qualities he has in this form but i get the feeling oda did use that form luffy had as an inspiration for gear 4th.
