From what I could glean from the Wiki, Akagi was laid down and completed at Kure while Amagi was being constructed at Yokosuka when the Great Kanto Earthquake hit.
Also, the Amagi-class battlecruisers based their design off of the Tosa-class battleships. This would technically make the Amagi-class battlecruisers (Akagi included) something like younger cousins to the Tosa-class battleships. Then again, Akagi was completed and launched several years before Kaga was.
