Except I doubt some Admirals can do this for those who failed to clear E-6 in Medium/Hard because now they are forced to do the new quests for one, then after either wait for Zuikaku to get her own Kai Ni this year or just yolo upgrade Shoukaku to Kai Ni (then to Kai Ni Kou to CVB) then later cry because Zuikaku is better then find out Devs aren't releasing Prototype Flight Deck catapult until next year or they don't mention anything about it :v
That's why you need to think these things through before going through them. Don't want to end up with remorse over making a mistake by rushing into these things.

I think the sheer curiosity of how exactly Shoukaku's Kai Ni and Kai Ni Kou form swapping ability works will make a lot of Admirals give her the first catapult right off the bat.
Not a problem for those who cleared E-6 medium+ though YAY :3
Well, unfortunately for me I'm not one of them. I f'ed up on my own planning at the start of the event and it chained into hindering me all the way through the event.
Anyways, I'll prioritize Zuikaku and wait for her upgrade first, and if I get a second flight deck it'll go to Shoukaku. I actually didn't even have a Shoukaku until the last day of the event anyway.
And it failed me by 3 levels (Shoukaku Lv85 right now), well nothing that can't be fixed with some leveling. I had the feeling I shouldn't use the spare blueprint on Choukai this month and I got it right too.
