The only way that Kongo escapes being the oldest is if the American Wyoming-class is added to the game, or the Japanese add the Mikasa. There were not all that many older ships still in service in World War II.

Well if you're going to include the Mikasa, then there are a bevy of other ships that are older. Catch is, none of them were in service during WWII, though some of them did see more use than the Mikasa. HMS Warrior was used to refuel ships, after all.
