I've read that Fugu don't actually produce the poison, but they get it from their diet; various toxic algae and clams that are rich in poisonous bacteria. I would suppose that pickling the fish (organs) over time causes the bacteria to die, and the organic poison just eventually decomposes into something harmless.

Or one can just raise them inside an enclosed farm, with controlled diet that doesn't contain TTX. Still won't bet on organs, though.
