It's a hand-drawn picture that is literaly style-wise the same as other pictures in this pool. Flag is... unnecessary, and should be deflagged IMHO.
It's definitively not "bad quality". The only problem is the background but let be honest - it's goddamn almost impossible to get perfect background using only pencils, especialy if one want to get that "Darky" feel. It's just limitation of the media.
And for the sake of sanity - the same artists got pretty big quantity of hand-drawn images in THE SAME STYLE that were not flagged, think about it.

Based upon the flags and this comment, I'm wondering if all of this artist's works should be re-reviewed in that case?
Edit: Just took a quick look at his other works and compared it to what we would normally accept based upon some of the other tags... While I'm no expert, I feel that there's a vast difference that would warrant the rest of them being flagged and then being looked at by neutral parties.

Well, what do you mean neutral partie :P? If you're saying that there is only approver to those pics, you'd be right. And while I approved some of them, it's not like I'm alone here. So this argument of a neutral party is meh at best. Well, I still don't get this flag. The cat is drawn like normal and the whole has even perspective. Clearly visible smaller Poké Balls in the background and also based on where the skirt is: the artist knows foreshortening. So I can only assume that it was flagged because of the (back)ground's coloring...

I don't think it would be 'meh' in handling things if another builder/janitor were to review the upload of another peer and they determined if it was not worthy of Danbooru's standards. There's always that biased-ness (take for example people who might jump to defend Touhou because it is Touhou, or because they hate Clannad because it is too.. 'cliche').
Might be wrongly worded, perhaps(?), but basically I'm just trying to say that compared to what we usually accept, the quality of this artist's stuff is lacking in my opinion despite having been accepted in the past month or so. (There's some seriously nice stuff in the tags that this is under that I'd recommend but this post is already long enough.)

But still, I approve pretty much everything and I'm not neutral It's just the use of words here, because neutrality doesn't exist. So I don't really think it is worth much to flag the other posts, although it is always possible to do so. Because with this reasoning that some mods are more biased than other, pretty much everything can get flagged. And I don't really think it should work this way^^. The exception is when those posts would break any rules or are really bad. But even though they might have flaws, I don't think they should be deleted.
