The reason why salmonella is rare in unrefrigerated eggs outside the US is because the wash the eggs go through in the US eliminates a barrier between the inside and outside of the shell that would prevent the salmonella from entering the egg. In Isokaze's case, the egg still has the shell when she puts it on the rice, potentially contaminating it with salmonella before cracking the egg.
