This is Fate grand order we are talking about, even if the "lore" doesn't state it i would't be suprised if some writers added in some of their own preferable dialogue/interaction between these 2. It happened before, just look at the so called "emiya family" in F/GO...

Scathatch is also technically a god, so I doubt Ishtar could possess her if she could.
I think he means Rin getting possessed by Scathatch, since Nasu compared Scathatch as a "scarier version" of Rin. From what we know of Ishtar she seems to have a much to vile personality, but obviously Scathatch is already a existing servant and F/GO does whatever it wants.

Vile isn't really the word I'd use. She's kinda like Rin but more... godlike, in the old god sense. More whimsical, more self-centered, and MUCH scarier when pissed.
