Incidentally, looking up more background on the character on the wiki, a trivia note said that the reason Natsume/Sabrina has a whip in her original sprite is that an early version of the game had the trainers actually fight pokemon, themselves, after their pokemon were knocked out. This would have made some parts of the plot make more sense, like why Team Rocket apparently just gives up their evil ways because they can't be bothered to walk over to the local poke center to heal their pokemon and try again, but would have had obvious tone issues with ten-year-old children sending monsters to light humans on fire or having the potential for a woman in a skin-tight costume whipping the player's ten-year-old-boy character...
Maybe she attracts/raises only pokemon with that mindset?
