If it requires 99 INT and scales S with INT, then how the hell does it scale at all when it requires the maximum INT possible?

I meant it as a joke spell with the scaling intended to trick players that there will be a big difference. I was also thinking it would have a non-reducable casting time and the caster will be stunned after casting it. The only threat here is the absurd AoE that could be a good use for farming souls.
