That's what it all about. 1937-1938 were the years of the Great Purge (1.3-1.5 millions arrested). The government recognized the potential of skilled engineers and designers (sadly, not all of them) and instead of making them chop down trees somewhere in taiga they were put in so-called "sharashkas". Sharashka is a prison/labour camp-based design bureau directed by NKVD. Thankfully, most of sharashka "employees" were eventually pardoned and rehabilitated.
