Rin is honestly the only reason Ishtar is remotely likeable in the Nasuverse. With her as a host, Ishtar's positive traits get magnified while her worst tendencies get moderated. We get to see Ishtar without that influence in Fate Strange/Fake thanks to the Einzberns cheating. Again. Turns out, using a Homunculus with no ego or personality of its own as a host body for the most destructive goddess of Mesopotamia is a bad idea. She's basically Medb with none of Medb's charm points. She's also still sore about that rejection, and is planning to drop the Bull of Heaven on him and Enkidu again. The city they are in? Collateral damage. Enkidu isn't happy even with Ishtarin, mind you, and interacting with Enkidu can bring out Ishtar's malice in full force in Ishtarin.
Worth noting, Gil's rejection went beyond just the "Ishtar's Lovers die horribly" thing. He essentially composed a diss trackon the spot to reject her.
