KTKM and Ooi can also DA when equipped with two guns, which can deal ridiculous damage to almost any enemy during night battle, but otherwise yes it's natural that daihatsu/tank carriers can obliterate any installation.

Their NB DA firepower is weak against installations, since it drops to (63 + equipped guns) rather than the usual (202 + equipped guns *and* torpedoes). They become average light cruisers at best, with 11 kai and kai ni cruisers above them.
They're still good at cleaning out the trash, however, especially if a non-installation hime escort survives into night battle. Then KTKM and Ooi are best at the top of the formation and you cross your fingers they go for the orange dyson to let Ooshio and Arashio do their amphibious assault magic on the actual boss.

Only if you Luck-modded your CLTs. Otherwise, you're just wasting your shots on Hail Mary strategies that more often than not fail to proc. KTKM-sama is probably the most reliable cut-in CLT of the bunch, though even then she'll need to be luck-modded up to 40+ herself.

That's not the only strategy on CLT. CLT can be used for when you want to keep the preemptive attacks to have fewer enemies you have to deal with in preboss nodes. I do this when ever I can and it really helps not having to deal with those BB princess sometime.
It's even more important if you need more preemptive to ensure you can get to an installation boss. That's why the OTOs or SKCs would be great helps.

CLT doing torpedo cut-in does more damage than double attacks btw. Double attacks are more useful in those land-base boss although. Still as Demundo said, CLTs are still useful in removing annoying escorts via preemptive torpedos. Hence their common weapon loadout is either 2 guns + minisub or 2 torps + minisub
