You can just see how crestfallen Hibiki is over Kamio not opening up to her during their time together within the recent few "chapters" right now. I guess she just couldn't force Kamio to open up to her like how Kongou managed to do it.
I Cannot wait for the next story to be released. From the comment, yua will make hibiki the happiest in the next story and also some of the girls will also being included too if possible.
A side note; Fleet Journal Vol. 16 was released in Hourai Gekisen last weekend. You can get it from DLsite as always. The compilation volume including S13~16 (+ possibly some extra stuff) will most likely be released in C93 so you can wait for it, but for Hibiki fans it might be worth getting that straight away. Trust me, you won't be disappointed!

She wasn't exactly open herself, she hid behind jokes and sarcasm and basically masked her true feelings. I think she's just as if not more disappointed in herself that when a moment was at hand she basically deflected and chickened out. This is one area Kongou surely has her bested.

That and the fact that Kongou more-or-less seduced him (only to have the tables turned on her), as well as, as has already been noted by multiple parties, Reiji kinda prefers girls who are more...developed.

Uh the fact Kongou outright went for him is exactly my point though. She was honest and brave enough with her feelings to make a direct and unambiguous attempt, whatever the outcome. Hibiki didn't try and get rejected, she just didn't try at all because she didn't have the confidence to express and embrace her feelings in the same way. She might well be using "he'd probably just say no" as her rationalization for that choice, but it's just that, a rationalization, a mental defense against failure.
