I'm not really familiar with Japanese life, but from what I gather from anime, there seems to be a law that the speed minimum for trucks is 180 kph, and they're required to drive down back alleys and residential areas so as to ensure a steady supply of the government's secret Isekai exchange program.
It's also apparently the leading cause of death besides "being the parent of a major character", apparently caused by the same vague illness whose only symptom is a slight cough so that people can mask the fact that they have a terminal illness.

Anyway, I said high speed because people are more likely to notice and get out of the way of a 20 kph truck in time, and a 20 kph truck, even driven by the typical completely dehumanized asshole that all trucks are driven by in anime, would be able to stop in time. Anime trucks are blaring their horns at pedestrians at all times, but are never noticed until 2 seconds before impact, anyway.
Anime trucks are like terrorists, they drive on the sidewalks and residential side streets at 160 kph at all times, hoping to plow through teenagers and the parents of major characters before the anime proper starts, all while screaming at children for daring to physically occupy space.
