Probably due to limitations of how many (standard + hourly) voiced lines she can have at the moment, Gotland sorta skipped most of her 'getting used to the new base' phase compared to the other foreign kanmusus, making her sound like she's been around longer than she's supposed to. People poke fun with it by asserting that Gotland has been around as long as the starter ships have. Combine that with her naturally chummy and free-spirited attitude, plus her surprising openness to skinship (as long you do it right) kinda gives off "more than a friend, not quite a girlfriend" vibe, or at least childhood friend you haven't seen in years.

I knew a real-life Swede in college who was... very like all of that. Admittedly, that's a sample size of one, but still, one might speculate that stereotypes happen for reasons. :)

But this doesn't sound like brainwashing. She is expressing her assets and good points to make the admiral to fall in love with her. Who doesn't love a girl that has her life together and a nice family background, huh?
