general consensus is that Abyssals are the personification of the regrets, fears, pain and rage of Shipgirls and or crews sunk in the wars their operations are based on.
Central Hime is NOT Iowa's abyssal form. She is Arizona fused with the Pearl Harbor anchorage itself and it's very clear why. For one, she's an installation since she's representing the PH anchorage, and since Arizona sunk in shallow water, she herself became part of the anchorage. Then there is the black tears that Central Hime has on her sprite. That's a reference to oil that still floats up to the surface above Arizona's wreck which are also referred to by people as black tears. Finally there's the flavor text for the event, in which the mission was to rescue an allied shipgirl that had been unable to pass the area due to a blockade at Hawaii.
