Ah, so you don't understand.
Nanoscale "machinery" tends to use programmed proteins, not electronic circuitry. It's easier to make a spring-gear assembly out of pre-winded DNA strands than it is to precision-engineer nanoscale lengths of wound iron molecules, for example.
There isn't any sort of compatible interface for hackers reliant on electromagnetic signal exchanges, short of designing their own nanomachines to manipulate others'. Which means Sombra'd need less programming skills and more chemical engineering skills.
