Not quite the same situation, but this reminds me a little of that RC mission in GTA. There's never enough fuel on that damn thing...
Oh god, that one. I had to look it up, and the solution is literally to park it and wait for the targets to (completely randomly) decide to come near you because you won't make it any other way. A successful run can easily take hours of waiting. Bring a book.

I managed to do it the way it was intended, going after the targets and shooting them down. It was on the PS2 version, and it certainly felt RNG dependent considering how little the fuel supply is. I recall doing a thing where I'd get the plane high up, then kinda stop accelerating the thing and letting it swoop down under the belief that going down like that doesn't use fuel.
It took a lot of attempts to master going up high just as I neared one target, swooping down and letting the bullets fly, kill target before then go swinging back up without crashing. I didn't even know if that method actually saved fuel.
