Reimu's greatest superpower is the ability to fly in a random direction and just happen to find the culprit.
...I mean, snark aside (while that's pretty much canon too), you've got a point. I do think that finding the youkai really is the main problem on their minds, not beating it, but someone besides Reimu probably could've managed that too. Sanae's clearly kinda overwhelmed (not being used to this sort of incident solving), so maybe she panicked and everyone else just followed after her?

I see it as them trying to keep things as low profile as possible. Yes they could fly, but if all of them do it, things would get rather hectic. If only Sanae does it, there's no telling how long it'd take, especially since the youkai was pretty far off already. Best bet, find Reimu and have her fly in random direction and somehow find the culprit. Not that she needed to fly anyway.
Of course you could always just chalk it up to Rule of Drama, but that's just boring.
