Note, Most of those food holidays are bogus and are neither recognized nor celebrated. There are several sites that publish fake national holiday and food calendars as a joke.
Places like IHOP may offer a single or pair of buttermilk pancakes as a side, but a plate like fruit and cream short stack is a full price plate.
Oddly, waffles are a different story even though they are served the same way and are basically the same dish. A single waffle is usually a full price plate regardless.
