Russia would be a bit difficult.. considering Azur Lane has a grand total of *one* Russian ship, a light cruiser called Avrora. And Avrora wouldn't really fit in with these big battleships and carriers. I could be wrong, but this picture pretty much depicts the flag ships of each faction.

I agree with you, some military uniform that is important or of greater rank, and even though technically she is not the "leader", almost all of them not to say most of the Eagle Union girls see her as the leader :).

I won't say much so, given that Azur Lane does collab with World of Warships so it is likely they already had ideas of Russian ships.

then again, what would a higher ranking officer from the US wears? might be because I don't know a lot of history, but I don't know some kind of attire that's unique to the US

Pretty much sure considering Azur Lane also includes "paper" ships, that role will be given to either Sovetsky Soyuz or Stalingrad.
If anything, the artist could've drawn Washington instead of Enterprise. Fits the theme of important battleships, was one of the US's more successful and notable BBs, and she's named after the state and first president to boot.

Buuuut the USS Enterprise is arguably the more glorious ship. And in Azur Lane she pretty much is the defacto postergirl of the Eagle Union, much like her counterparts in this picture are the same for their factions.
