Is there any story behind why PPSH is riding a mech in the data room?
I don't know why PPSH specifically does it, but she is the one shown to be behind all the construction in all of the rooms, its just that the data room is usually the highest priority and thus most likely habitat for your PPSH-mechanicus servant.
The more curious part is how in the world a loader that big can even fit in the freakin room.
That aside, GnK probably has an insane amount of logistics traffic in the base if it needs loaders like that to haul some heavy ass crap without the need for the heavy forklifts that likely have huge turn radii

It is a world where 60mm mortars can be fired for target practice indoors, where Kalina types combat reports on a typewriter that ends up being floppy disks, where you shove batteries into an animal cage and a pet comes out, where T-dolls with firearms can easily defeat hoards of enemies wielding futuristic laser weapons and mechs, a PMC where only a select few get to be commanders due to a rigorous vetting procedure, but every single commander thinks setting up a radio antenna underground is a good idea.
