It was debated elsewhere, and the consensus was to follow Western convention by calling her Tosa-class as one that launched, rather than as Kaga (the Japanese way, as they don't care when the ship is launched and keep the class name for the first hull).

Tosa did exist, though, and was a different hull built in a different shipyard. Regardless of what you call the class, they were two entirely separate entities.
