We do see an explorer with an otter's guidebook. We also know that someone is leaving notes about the hazards within, in more detail than the otters. I think it is safe to say he wasn't doing this alone, at least at first.
Also, I don't think they lived together initially, if I read the first few pages right.
I had to go back and reread them myself, cause I was also under the impression they lived in separate rooms/floors at first. Turns out nothing actually says they don't, Raccoon's instructions from Fennec are for how to get to their floor on one side and how to get back to the first floor on the other side.
Well, she lives in an apartment. Even if it's a suspiciously cheap one, she's got to pay the bills somehow.
I just didn't think that this apartment had any real landlord or connections to the grid to speak of, given how freaky it is. Also, kind of hard to imagine what job Raccoon would have.
