There's already plenty of OP ships in the game. Trying to make something not OP is called "killing" that ship.
I mean, Helena's Radar skill is quite strong already. She's never really left my bossing fleet for that reason. Waiting for it to procc and then firing off the backline's guns and airstrikes or the frontline's torpedoes is basically a one shot kill.
What I am talking about are the conditions to activate their skills.
I know I'm wasting my time, but none of the Eagle Union ships have especially bad restrictions on their skills. I've seen your other comments on this subject, you have no idea what you're talking about.
"Every 20s, 40/60% chance to activate for 10 seconds" I believe that is what the skill says, so we need to time the 20s, we need to time that we are already at the boss or there is an enemy during that moment to have the "chance" to decrease their armor for 10s, how is it that not very restricted, not only you have to time that there is an enemy to be hit by it when the skill is ready, you'll also need to play chances for it to actually activate.
Because the skill is Hela powerful when it does activate- it's a huge force multiplier. None of this is too hard to do- you have better than even odds once you get to the boss, especially if you go for manual control so you can time your air strikes, torpedoes and barrages. It's almost certain to procc at least once when clearing the boss fleet, and you have good odds for it proccing on the boss itself. The main issue with Helena is her health pool IMO, as others have said. She's a bit squishy, and more or less needs to be in the middle of the vanguard. But she was still one of the "Three God Cards" at the beginning of the game for good reason.
Yes I've read your past comments, specifically the ones related to this topic, because they're saved on the site for anyone to see, and it's useful to know what kind of person I'm dealing with.
Lots of ships, regardless of faction, have skill conditions like that. That is not something unique to Eagle Union ships, and if they really do have such conditions more often, it's because Eagle Union ships tend to have way better stats than other factions on top of strong skills.
As far as Helena is concerned, the only real problem with her skill is less than 100% chance to activate. The 20 second timer is irrelevant as the only place you usually even need her skill is against bosses, and any boss you actually need it against is definitely going to last at least 40 seconds. That's two chances for it to activate, and all you have to do at that point is just make sure you have torpedoes/shelling/airstrikes saved up to take advantage of it. It's not hard.
All those other skills that don't have these kinds of limiting conditions are usually a lot weaker than a 40% defense debuff to everything on screen that can't be avoided.
All of this arguing about the Eagle Union made me realize how badly this game needs the big girls already. Iowa-class, Midway-class, Des Moines-class, ect ect. I mean the Eagle Union really kinda lacks those big "wow factor" ships. North Carolina-class should of been one but they downplayed them to hell and made them bad. Not even mentioning North Carolina's relationship with Enterprise. Enterprise also just doesn't live up to the hype in this game. For example, it took two years for the Eagles to get a ship the fan base actually loved in Bremerton.. that's a really bad sign.
What are you talking about? Enterprise is literally the poster girl for the game. Literally the only thing anyone cares about Bremerton is her tits. She's not gotten so much art because of love for the actual ship, her performance, or her personality, artists just love her excessively lewd design.
I'm surprised that for all the complaining about bias, no one ever brings up the fact that the two IJN Big Seven get a special, extra strong barrage while the other five Big Seven get extremely underwhelming versions of the same barrage. That's the real problem.

I wonder who was always arguing about the Union here? I've only seen two so far with one of them always complaining about the sexual appeal of Union ships and this guy here who always thinks that the game developer is always biased against USN ships.

At the same time, we can hope for their retrofits where they will get their own unique Big 7 (Union/Royal) variation or maybe special Gear to improve their barrage pattern.
The devs hints that they will rework early ships so they can catch up with the new recent ships.
What do you mean Enty doesn't live up the hype? She literally can turn invulnerable while dealing 2x damage, coupled with Helena and Cleveland skill, she can deal 265% damage and that's not counting critical hit.
Enty has the best survivability among the carriers thanks to her Lucky E. I dunno what you are complaining about.
