Really? I always got the impression that Kaguya wins against Mokou more often than not, nevermind that Mokou's preferred method of killing is burning which would avoid the problem altogether.
I think in the long run they're about even. (Or at least most commonly depicted as such). And that starfish thing came up (with that exact name even) in Imperfect Metamorphosis' sidestory "Rhapsody of Subconscius Desire". For the bigger part of it, there's two Kaguyas around(who actually made out with herselves first thing), and for the final confrontation two Mokous as well. There's a special reason for this though, as they're in a Dream World that works according to their imagination. Go read it here
