What's not to enjoy about Vice City? The voice acting was great, the gameplay was superb, the humor and parodies were awesome, and the music was absolutely fantastic.

Remember, though, that GTA4 capitalizes on its darker themes (which would be relevant for the modern [post-9/11] world) such as moral ambiguity and the relevance of the "American Dream" (to begin with, Niko Bellic came to America to pursue it, having fled his past as a child soldier). Given Reimu's sometimes morally ambiguous actions throughout Touhou, it's about time we try to imagine what could be running in her head. Does she believe that the end justifies the means? Or is she simply acting tough to hide a painful past? Besides, it's not that modders aren't in a hurry to mod GTA4. It just happens that GTA4 runs with three, not one, game engines - Rockstar Advanced Game Engine (RAGE), the principal engine (made by Rockstar Games itself), Euphoria, the motion engine (made by NaturalMotion), & Bullet, the physics engine (open-source). Vice City & San Andreas solely run on Criterion Games' RenderWare, which is already pretty old (it's been around since the mid-90s); RAGE is only made in 2006, Euphoria in 2007, & Bullet was released in its "stable" form in 2009. So basically, mastering 3 engines would be quite a stretch.
Well, he was saying 4 can't compare to Vice City, not that VC was bad. I enjoyed all of them, but the constant "relationship management" of GTA4 got to me. Hopefully Episodes from Liberty City fixed this.
I actually preferred GTA4 over SA; maybe because it was a newer game, but I just had more fun in that game.
The "relationship management" aspect, while a good idea, was terribly flawed however. I couldn't go through a race without Roman or Little Jacob calling me to go see BIG AMHERICAN TEETEES.
Since this is GTA4 we're talking about, I'm quite surprised we have nobody referencing Reimu Bellic's quite possibly retarded cousin Yukari. "EEEEEEY, REIMUUUUUUU! LET'S GO LOOK AT SOME BEEG KHAPPA TEETEES!"
