Thanks are due to henmere for fixing up Rika's line (I should have retranslated rather than just rejigging the previous English version). However, laminated armour for tanks is really not just a Gundam thing, despite what Wikipedia's search results might suggest. Laminated armour in general dates from at least the mid-1800s.
I can't find any more specific links than the ones above, I think because most attention seems to be on the more sophisticated Chobham-type tank armours these days. They also use a layered (ie, "laminated") design, so it's quite possible that Rika is talking about the same sort of thing.
