They probably couldn't justify making it a home console game, since they'd have to add tons of pointless crap to it to pad the game out. A downloadable game for 360/PS3, but the 3DS seems to be a good idea. 3DS carts can hold up to 2GB of stuff, so it should be able to hold the game quite nicely. Also, I'm rambling now.

It has nothing to do with padding, the series has been dead for 10 years and while fan demand and the creator begging Capcom was enough to justify giving it a sequel, it's not enough of a garuntee of sucess to put it on a home console. A Home Console requires a lot of money and a bigger risk of failure, while a handeld requires a much smaller budget and a better chance of success.
IF it sells well enough on the 3DS, Capcom may decide it's worth giving a possible sequel a console release down the line.
