It's...the hips! They're so absurdly feminine compared to the muscle bound upper half.
Her hips aren't all that feminine really, they're just big, they could be all muscle under the suit for all you know and that is probably the case. Testosterone they would've used to enhance muscle growth mostly affects the upper body, most female spartans would've still had a wide hip bone. You can see that in female body builders.
i prefer "The Package" Halsey, actually, because she looks younger than she is (kinda reminds me of Samus Aran) but what about kelly (spartan-087) or linda (spartan-058)... Legends did a fairly good job with kelly, but anyone whose read the novels could AT LEAST MAKE THE EFFORT to make a picture of linda (she's the sniper)
