This image isn't really suitable for any of the "Pokemon Type:" pools, since it contains a large variation of types (eleven, if I'm counting it right) instead of just one or two. Those pools are mostly meant for either solo pictures or ones that gather a bunch of pokémon of the same type.

Correct. That said, I'd leave the only "Ground"-type pool, because the Ground "powers" of a Ground Pokémon are causing all that mess.

But only about half of the featured pokémon are Ground types, And only one of them is using a ground power... Oh well, it's your pool, you're free to disregard the theme I suppose.

Maybe, but I wouldn't want to disregard the themes... Yet, I foresaw this need, when that day I wrote:
"Posts focusing on Ground Pokémon - their variety, their powers, their evolutions, their lives, etc."
Relatedly, I got the impression that a Fire Pokémon doing something with fire was more likely to be present in the "Fire" pool than a Fire Pokémon doing nothing. (the same being true for other types)

Should we put it in the Psychic pool too, since it shows Reuniclus' Raincoat and Bronzong's Levitate abilities? Or add http://danbooru.me/post/show/843756/ to the Water pool since it shows Oshawott doing something? It's not your rules that confuse me, it's the inconsistency.
The theme here is Sandstorm and pokémon that resist it (by either being rock, ground or steel types, or having an ability that overcomes it (Magic Guard, Overcoat and Cloud Nine pictured here). Sandstorm being a Rock-type move, that's the type pool it should be in, if any.

After six years, I got time to think and change my mind. I ultimately agree with you. I'm glad this image is currently absent from the Ground-type Pokémon pool. This image has nothing to do with Ground-type, there are too many Pokémon with different types around here.
