Is it “discreet, clearly non-sexual nudity”? Sure, non-sexual, but discreet? I prefer to err on the side of caution (towards Q or E), even though the ratings have been watered down a lot over the years.

If she was wearing panties I may have leaned more towards Q but this one is safe.

I can not agree with you here. Weather or not it should be taged with masturbation or implied masturbation is certainly debatable but given that its quite discreet and she is fully clothed this should be no more than Questionable.

Or did you see me even changing the rating of this post? So no rating war from me (you can't simply change something so big with simply stating an opinion :p).
That is why Im asking for admin/mod to resolve this. Non of us has actually started an edit war but our positions are obviously very far from each other. I think this should be safe. You think it is explicit.

I have to say that I agree that it should at least be questionable if not explicit, would never rate this as safe because of implied stuff.
As I recall sexually suggestive was removed from the howto:rate wiki because people kept tagging every post with a girl eating hot dogs or sucking on a popsicle with it.
