Good quality scan, variant of an already approved picture.
Good quality, plenty of other pictures by the same artist got approved.

Uploaded a large number of images by this same artist, these were the only ones not approved and they're of no worse quality than the others. The artist has over 900 images uploaded and these are among the few not approved.

Beautiful image of normal + pink Butterfree (from the anime). Comparable to other images of Pokémon by the same artist, which were accepted at geregere_(lantern) pokemon. Six years ago, this one was uploaded but was unapproved in three days.

I'm guessing it's because the anatomy looks a bit weird ("bad anatomy" tag case), especially the size of the head compared to the body, but this doesn't seem like a very uncommon error for artists, see post #3061552, post #2163428, this tag ...

It's not banned. If it was you'd see it on the bookmarklet/upload page under the tag box and artist link list, because banned artist would be displayed along with it.
