It means it's not the kind of material we consider topical for Danbooru. Danbooru is defined to be a repository of high-quality anime-oriented art; your picture is a very Western (specifically: US comics) style reference to a specifically US symbol, thus it falls outside Danbooru's scope.
As for the message, see about:mod_queue. You should read that and various other starter pages (at least howto:upload) before you try posting more.

Don't bother uploading more. They're poor quality, repetitive and completely uninteresting. A screenshot makes sense to upload only if it's exceptionally interesting. These aren't by any means.
